Step 1 - Obtain Employers Annual Scheme (EAS)
Number
- Further action throughout this Work Item is dependent on the EAS Number
- Within the Workflow Management Work Item screen this is referred to as NIRS Error Ref
- Make a note of this number for later use
- Within the Workflow Management Window also make a note of any details of the Employers Name and Address
- You will now need to access NIRS2 Work Management to clear the Work Item
Step 2 - Is the Employer a Centrally Paid
Employer?
- On receipt of a Scheme Level Validation work item check the Employers Reference to see if the Tax District is 940 or 948.
- If the Tax District ref is 940 or 948 check the Centrally Paid Schemes list held on the Desktop.
- If the Employer is Centrally Paid follow Step 3
- If the Employer is not Centrally Paid follow Step 5
Step 3 - Centrally Paid Employers
- If the Emp Ref is held on the list email the details of the case to Central Payment Section.
- E-Mail address is Central Accounts Section (NICO Contributor Group 4)
- The e-mail should include the Employers Reference and the Employer name
Step 4 - Record Actions and BF
- All actions undertaken in the Workflow Management system must be recorded
- ‘Access’ the Take Action section of the Work Item
- From the TAKE ACTION box ‘Select’ BFItem from the Drop Down List and ‘Click’ on the [Add] button
- ‘Enter’ 56 days in the 'BF Days' box
- In the 'Enter Required Information' box ‘Select’ Refer to Central Payments from the Actions Field
- Any Additional information can be recorded in the 'Actions Text' box
- ‘Click’ on the [Submit] button you will be presented with a Confirmation Window
- To complete the action ‘Click’ on the [X] button at the top right of the Window
- ‘Select’ the [Get Next Item] button to continue to the next Work Item
Step 5 - Access NIRS2 Work Management
- ‘Double Click’ on the ‘Work Management’ Icon on the desktop
- ‘Select’ Resource Group 81113263 from the Resource Group Selection Window and ‘Click’ on OK
- From within the Work Item List Window ‘Click’ File on the Menu Bar and ‘Select’ Open MPPC Work Items
- ‘Select’ PAYE SCHEME from the Drop Down List on the Account Key field and ‘Enter’ the Employers Annual Scheme Number in the next field and ‘Click’ on OK
- The Work Item List Window will be displayed containing all of the MPPC Work Items appropriate to the Employers Annual Scheme number previously entered
- ‘Double Click’ on 96426
Step 6 - Fastpath to Employer
Application
- On the Menu Bar ‘Click’ Options and ‘Select’ Actions, this will take you to the Employer Application Scheme Details Window
- On the Menu Bar ‘Click’ Additional Scheme Details
- The Supplied Employer Address Frame should show details of the Employers Name and Address
Step 7 - Can the Employers details be traced
using the information from the work item or from information
received from the Employer/Employee?
- Use the details supplied to search for the PAYE Ref
- ‘Tab’ along to the Employer List and Selection Details Window
- In the Employer Details Frame ‘Enter’ the Employers Name (In this frame you also have the Wildcard * option)
- On the Menu Bar ‘Click’ Options and ‘Select’ Build List
- Make a note of PAYE details supplied including whether or not an address is shown.
- If the PAYE can be traced follow Step 8
- If the PAYE cannot be traced follow Step 9
Step 8 - PAYE Reference number Traced
- Check EBS to ensure PAYE is valid
- ‘Double Click’ on Interim Single Sign On
- ‘Click’ on CSP
- ‘Double Click’ on EBS Exceptions
- The EBS Employer View screen will be displayed
- ‘Double Click’ on 'View Employer Summary'
- The 'Employer Reference' screen will be shown
- ‘Enter’ the employer reference e.g.989/m2989
- ‘Click’ on OK
- The Employers name, address and contact details will now be shown if the PAYE is valid
- If the PAYE is not valid the message "Employer not found" will be received
- ‘Click’ on the OK button to remove the error message window. If message received, follow Step 9.
- If the Employer details do relate, Update the Employers Application
- If the Employer details do not relate, follow Step 9
- Update the Employers Application for PAYE
- Return to NIRS2 work management
- ‘Double Click’ on 96426
- On the Menu Bar ‘Click’ Options and ‘Select’ Action, this will take you to the Employer Application Scheme Details Window
- In the Employer Details frame, amend the Tax District and PAYE
- On the Menu Bar ‘Click’ Options and ‘Select’ Update Scheme Details
- This action will automatically update all other associated P14s and will close the NIRS2 Work Item
- Follow Step 10 to trace ECON
Step 9 - PAYE cannot be traced using Employer
Application
- You will now need to trace details of an Employee who has worked for the Employer in the previous year. This may assist in tracing the correct PAYE Ref
- Close down the Employer Application by ‘Clicking’ on the [X} in the top right corner of the Window
- From the Work Item Details Window in NIRS2 Work Management ‘Click’ Options and ‘Select’ Action this will take you to the correct Scheme Details Window
- ‘Tab’ to the Contribution List Window to build a list of Employees
- ‘Click‘ on Posted Contributions
- ‘Click’ on Ledger Range and from the Drop Down Menu ‘Click’ on the first Range of Ledgers
- On the Menu Bar ‘Click’ Options and ‘Select’ Build List
- Once the List is available, highlight the first employee
- On the Menu Bar ‘Click’ Options and ‘Select’ Fastpath to Class 1 Contributions Window within Person Application
- This takes you to the Supplied Class 1 Contributions Window
- ‘Click’ on the Tax Year Contributions Folder
- ‘Double Click’ on the line of contributions for the previous tax year, this will take you back to the Supplied Class 1 Contributions Window
- On the Menu Bar ‘Click’ Options and ‘Select’ View Class 1 Employment History, this will take to the Class 1 Employment Details Modal Window
- The PAYE Employer Details frame will display the Emp Ref and Employer Checkbrick
- If this action is unsuccessful ‘Select’ the next Employee in the list and repeat as above
- Repeat the process until the PAYE Reference Number has been successfully traced or until you have exhausted all entries on the list
- If the PAYE details have been traced follow Step 8
- If PAYE cannot be traced follow Step 10 to trace ECON
Step 10 - Access NIRS2 Work
Management
- Return to NIRS2 Work Management Application
- ‘Click’ on the Work Item List Window which will be displaying all of the MPPC Work Items appropriate to the Employers Annual Scheme number previously entered
- ‘Double Click’ on 96425
Step 11 - Fastpath to Employers Application to
trace for ECON
- On the Menu Bar ‘Click’ Options and ‘Select’ Action, this will take you to the Employer Application Scheme Details Window
- ‘Tab’ along to the Employer List and Selection Details Window
- ‘Enter’ the Employers Tax District in the Tax District No. field and ‘Enter’ the PAYE in the PAYE No. field
- On the Menu Bar ‘Click’ Options and ‘Select’ Build List
- ‘Tab’ along to the Scheme List Window. This will show a list of schemes submitted by the Employers for previous Tax Years
- Highlight the previous Tax Year on the list and ‘Double Click’, this will take you back to the Scheme Details Window for that Tax Year
- The ECON field is shown in the Employer Details frame of the Window
- The Supplied Employer Address Frame should show details of the Employers Name and Address
Step 12 - Is the ECON Traced?
- If YES follow Step 19
- If NO follow Step 13
Step 13 - Trace the ECON using NIRS2 Person
Application
- You can also check for an ECON in the Person Application
- ‘Tab’ to the Contribution List window to build a list of Employees
- ‘Click’ on Posted Contributions

- On the Menu Bar ‘Click’ Options and ‘Select’ Build List

- From the Desk Top ‘Double Click’ on the CO Employer Application Icon, this will take you to the Summary Window
- Input the Employers Name and Address in the appropriate fields
- On the Menu Bar ‘Click’ Options and ‘Select’ Build List
- ‘Double Click’ on an entry on the list and this will take you to the Details Window
- The ECON field is shown in the ECON Details frame of the Window
Step 16 - Is the ECON Traced?

Scheme Provider Application using the SCON
- You can check for a SCON in the Person Application

- ‘Double Click’ on the first RCF Work Item
Step 21 - Fastpath to NI Accounts
- On the Menu Bar ‘Click’ Options and ‘Select’ Actions, this will take you to the Supplied Class 1 Contributions Window
Step 22 - View All RCF's to confirm which can
be cleared without Employer Contact
- Apply basic checks and safe initial checks to posting. See EEPM1636 - Appendix 1 for guidance and examples.
Step 23 - Can any RCF's be cleared using Safe
Checks

Step 24 - RCF's can be cleared
- Figures can be re-posted
- ‘Double Click’ on the line of contributions that need amending
- This will take you to the Individual Supplied Class 1 Contribution Details Modal Window
- Record the correct contributions and change the status to Valid
- ‘Click’ OK, this will take you back to the Supplied Class 1 Contributions Window
- On the Menu Bar ‘Click’ Options and ‘Select’ Update Contributions this allows NIRS2 to validate the changes
- Return to Work Management Work Item Details folder
- ‘Click’ on the drop down box at the status field and ‘Select’ Closed
- ‘Click’ on the drop down box at the PA Reason field and ‘Select’ Completed
- ‘Click’ on options from the menu bar and ‘Select’ Update Work Item Details to close the work item
- Repeat the above action, re-posting any items that pass safe checks
Step 25 - Are all RCF Work Items

- In the What to do now section ‘Select’ the option Please confirm that the ECON quoted by the Department…. and Please see your correct PAYE reference, which you should use in future.

- If correct ECON cannot be traced from re-issuing of CEPTL005, follow EEPM1695 - Steps 59-61
- If the Employer replies confirming that the Number traced is correct follow Step 29
- If the Employer replies confirming that there should not be an ECON as Contracted Out categories were incorrectly recorded follow Step 30

- From within the Work Item List Window ‘Click’ File on the Menu Bar and ‘Select’ Open MPPC Work Items

contact and requests schedule detailing all errors
- Issue Letter CEPTL005 detailing the correct PAYE reference number and requesting confirmation of the ECON number
- In the Why we are sending you this form section ‘Select’ the option We have identified that you have entered the incorrect…., Your correct PAYE is…. and Your ECON has been traced….
- In the What to do now section ‘Select’ the option Please see your correct PAYE reference, which you should use in future and Please confirm the ECON quoted by the Department is correct
- In NIRS Work management ‘Double Click’ on the relevant Work Item in the Work Item List window
- This will take you to the Work Item Details window
- In the Status field there are 2 new states:
- Issue to Employer and
- Sent to Employer
- Choose the option ‘Issue to Employer’ Click on 'Options' on the Menu Bar and ‘Select’ Update Work Item Details
- Once all RCF work items that require employer contact have a status of 'Issue to Employer' go to the Work Item List folder
- On the Menu Bar ‘Click’ Options and ‘Select’ the required option from the Menu Bar
- ‘Select’ Issue RCF/QS Schedule to Employer which will produce the schedule for all work items with the status of 'Issue to Employer'
- Alternatively, if you ‘Select’ Issue Bulk RCF/QS Schedule to Employer from the Menu Bar in work item list folder, this will produce a schedule for all open RCF work items (as well as any already selected with an ‘Issue to Employer’ status). This will save having to individually select every Work Item that needs to be included in the schedule
- CEPTL005 to be linked with RCF report and issued
Step 33 - Record Actions and BF for Response
from Employer with details of RCF

- Access Workflow Management system and use search facility to trace appropriate work item
- If the Employer replies and gives details of a different ECON, follow Step 35.
- If correct ECON cannot be traced following re-issue of CEPTL005, follow EEPM1695 - Steps 59-61 (although while following this process after steps 29-30, do not follow Step 31 as the case should not be closed. Follow Step 37 instead to await amended returns)
- If the Employer replies confirming that the Number traced is correct or if letter is returned DLO, follow Step 35
- If the Employer replies confirming that there should not be an ECON as Contracted out categories were incorrectly recorded follow Step 36
Step 35 - Update NIRS2 with correct

- Access the NIRS2 Work Management Application by ‘Double Clicking’ on the Work Management Icon on the Desktop
- ‘Select’ Resource Group 81113263 from the Resource Group Selection Window and ‘Click’ on OK
- From within the Work Item List Window ‘Click’ File on the Menu Bar and ‘Select’ Open MPPC Work Items
- ‘Select’ PAYE SCHEME from the Drop Down List on the Account Key field and ‘Enter’ the Employers Annual Scheme Number in the next field and ‘Click’ on OK
- The Work Item List Window will be displayed containing all of the MPPC Work Items appropriate to the Employers Annual Scheme number previously entered

- ‘Select’ Resource Group 81113263 from the Resource Group Selection Window and ‘Click’ on OK
- From within the Work Item List Window ‘Click’ File on the Menu Bar and ‘Select’ Open MPPC Work Items
- ‘Select’ PAYE SCHEME from the Drop Down List on the Account Key field and ‘Enter’ the Employers Annual Scheme Number in the next field and ‘Click’ on OK

Expired BF
The actions to take for expired BF will be dependent on the reason the Work Item was put into BF. The majority of BF actions should be because of contact with either the Employer or an Employee
Step 83 - Confirm why the BF originally
arose:
- If the Expired BF arose from Step 26 i.e. Where there is only confirmation of the ECON expected, follow EEPM1695 - Step 84. This scenario would have occurred where all the RCF’s were cleared and PAYE and the ECON were traced without Employer contact.
- If the Expired BF arose from Step 32 ie Where confirmation is expected from the ECON and the Amended returns are expected for the RCF’s follow EEPM1695 - Step 85. This scenario would have occurred where the PAYE and ECON were traced and the RCF’s could not be cleared.
- If the Expired BF arose from Step 38 ie Where further information was expected for the PAYE and the ECON follow EEPM1695 - Step 87. This scenario would have occurred where the ECON and PAYE could not be traced without Employer contact. The RCF process cannot commence until the PAYE aspect is cleared.
- If the Expired BF arose from Step 47 ie Where information was expected from the Employee, follow EEPM1695 - Step 88. This scenario would have occurred where the PAYE & ECON could not be traced and there was no Employer address present.
- If the Expired BF arose from Step 56 ie Where further information was expected from the ECON, follow EEPM1695 - Step 89. This scenario would have occurred where the PAYE was traced, the ECON was not traced and the RCF’s had been clerically cleared.
- If the Expired BF arose from Step 62 ie Where information was expected from the ECON and Amended returns from the RCF’s, follow EEPM1695 - Step 90. This scenario would have occurred where the PAYE was traced, the ECON was not traced and the RCF’s had not been clerically cleared.
- If the Expired BF arose from Step 65 ie Where information was expected from the PAYE and confirmation of the ECON, follow EEPM1695 - Step 93. This scenario would have occurred where the ECON was traced and the PAYE required further information. The RCF process could not commence until PAYE aspect was resolved.
- If the Expired BF arose from Step 75 ie Where information was expected from the RCF process, follow EEPM1695 - Step 94. This scenario would occur where the ECON was traced, the PAYE was traced after contact with the Employer and the RCF’s could not be cleared.
- If the Expired BF arose from Step 78 ie Where information was expected from the Employee follow EEPM1695 - Step 95. This scenario would have occurred where the ECON was traced, the PAYE could not be traced and no Employer address was present. The RCF process could not commence until the PAYE aspect was resolved.
Step 84 - No reply to CEPTL005 where the
RCF’s were cleared and PAYE, ECON were traced without
Employer contact.

Step 89 - No reply to CEPTL005 for further
information on the ECON as the PAYE was traced, and the RCF’s
had been clerically cleared.

- If there is no unactioned post, is this the first request to the Employer?

Step 90 - No reply to CEPTL005 for further
information on ECON as the PAYE was traced and the RCF’s had

Step 91 - Refer to NISPI for investigation to
confirm whether or not Contracted-Out Contributions are due from
this Employer.
- E-mail the Pensions, CEPT-ECON-Cases (NICO Pensions 1) mailbox with Employers Reference & Employer name
- Commence action on EEPM1635 - Expired BF - Step 56 onwards for RCF. When any Steps require BF or Complete, add action ’Request ECON info from ER’ and add additional text ‘Referred to NISPI’.
Step 92 - Response from NISPI
- If ECON traced, follow EEPM1695 - Step 29 only.
- Review work item notes for last RCF action. If RCF action complete, follow EEPM1695 - Step 31.
- If RCF action not complete, follow RCF expired BF Steps and at next BF or Complete stage, add action ‘ECON no corrected’.
- If ECON confirmed as not Contracted Out, follow EEPM1695 - Step 30 only.

RCF Information received from Employer/Employer Compliance
This will be in response to contact with the Employer. The
Employer should complete Amended P14s and, where appropriate, P35
and return them to their relevant Local Office.
It is possible however that the Employer will reply direct to
CEPT with a letter detailing correct figures. If the Employer does
send in revised figures, Follow RCF Guidance
EEPM1635 - Step 14 onwards.
However, if Employers follow previous protocols and send in
wage records, CEPT should send Letter CEPTL007 to the Employer
