There is no statutory definition of the meaning of the term
educational establishment. The decision maker must therefore give
these words their normal everyday meaning. A person is at an
educational establishment if the decision maker is satisfied that
the person attends premises of an organisation which intends to
provide
1) instruction
schooling or
training on those premises.
