Regs do not require a self-employed person to provide accounts. If accounts are sent in they need not have been prepared by a qualified person, for example an accountant or a book-keeper. But they must comply with certain requirements (DMG37003) before they can be used to establish the assessment period. All appropriate accounts must be available to the decision maker (DMG37007).
