The decision maker must
not make assumptions about fact. For example the decision
maker must not assume that because a person is a taxi-driver or a
hairdresser tips are received from customers. Further enquiries
should be made if
1) there is a `no` response to a specific question about tips
and
2) the decision maker considers that it would be usual for a
person in a similar business to receive tips.
If there is no evidence to the contrary, the decision maker
should accept that no tips were received and decide the application
on that basis.
