Particular kinds of employment: LA councillors: General rules for expenses


When a councillor has expenses which are not reimbursed and which are wholly, exclusively and necessarily incurred in the performance of the duties, they should be deducted from the allowances. If the LA reimburse expenses which are wholly, exclusively and necessarily incurred, for example travel and subsistence allowances, those payments should not be treated as earnings and should be disregarded.
