Parish, town or community councillors may receive a financial loss allowance rather than an attendance allowance. Such an allowance is intended to meet out of pocket expenses (other than travelling and subsistence) incurred as a councillor. Entitlement to this allowance depends on `proof of loss`, do not treat the amount paid as earnings.
