Earnings of Employed Earners:-general: Cases for the decision maker to decide

The decision maker decides whether a person is an employed or S/E earner. The decision maker should rarely have difficulty in deciding which category will apply. For example DMG22004 (2) would apply to a LA councillor because they hold an elective office. The LA councillor is therefore an employed earner.
