When an SS benefit is
1) claimed after WFTC or DPTC has been awarded, and
entitlement to that benefit is given from a date earlier than the
week of the WFTC or DPTC application,
or
2) claimed before WFTC or DPTC but only decided after WFTC or
DPTC has been awarded and entitlement to that benefit is given from
a date earlier than the week of the WFTC or DPTC application
revision can take place at any time
