The decision maker should arrange for further enquiries to be
made if
1) people are likely to receive tips or gratuities for the
work they do
and
2) the answer on the application form to the question on tips
is `No`
and
3) no explanation is given on the application form or the
explanation given is unsatisfactory
DMG 23151 lists some of the people who can receive tips or
gratuities. Unless there is evidence to the contrary, do not assume
tips and gratuities are received just because people are likely to
receive them for the work they do.
