Prescribed conditions
The disability test is satisfied if one or more of the following
prescribed conditions are satisfied
1) when standing the applicant cannot keep their balance
unless continually holding onto something
2) using any crutches, walking frame, walking stick,
prosthesis or similar walking aid that are habitually used, the applicant cannot walk a continuous 100 metres along level ground without stopping or without suffering severe pain
3) the applicant can use neither hand behind their back to
put on a jacket or tuck a shirt or blouse into a waistband.
4) the applicant can extend neither arm in front of their
body without difficulty, to shake hands with another person
5) the applicant can put neither of their hands up to their
head without difficulty to put on a hat
6) due to lack of manual dexterity, the applicant cannot pick up
with one hand a coin which is less than 21/2 centimetres in
diameter
7) the applicant is not able to use hands or arms without
difficulty to pick up a full 1 litre jug and pour from it into a cup
8) the applicant can turn neither hand sideways through

9) the applicant is registered blind or partially sighted
in a register compiled by an LA2 or
9.1) in Scotland, has been certified as blind or partially sighted and
9.2) in consequence registered as blind or partially sighted in a register maintained by or on behalf of a regional or island council or
10) the applicant cannot see to read 16 point print further
than 20 centimetres away wearing normal glasses.
11) the applicant cannot hear a telephone ring when in the
same room as the telephone with their normal hearing aid
12) in a quiet room the applicant has difficulty hearing
what someone talking in a loud voice at a distance of 2 metres says with their normal hearing aid
13) people who know the applicant well have difficulty in
understanding what the applicant is saying
14) when the applicant has difficulty in understanding
what another well known person says
15) at least once a year during waking hours the applicant has a
fit or goes into a coma, in which consciousness is lost
16) the applicant has a mental illness and receives regular
treatment under the supervision of a medically qualified person
17) due to mental disability the applicant is often confused
or forgetful
18) the applicant cannot do the simplest addition or
subtraction
19) due to mental disability the applicant strikes people or
damages property or is unable to form normal social relationships
20) the applicant cannot normally work for 8 hours a day or
for 5 days a week due to a medical condition, or intermittent or
continuous severe pain
21) `for initial applications only`, as a result of an
illness or accident, the applicant is undergoing a period of
habilitation or rehabilitation.
