The decision maker should deal with the passporting question on
the evidence available. If there is additional information which
casts doubt on whether a passport is appropriate
1) allow the passport
unless
2) on the strength of evidence, there are grounds for
believing that none of the conditions referred to at DMG13020 applies to the applicant.
