The conditions are
1) on at least one of the 182 days immediately before the
date of application one or more of the following Qualifying Benefits (QBs) was payable to the applicant.
1.1) IBST(H) or
1.2) IBLT or
1.3) IS, JSA(IB), HB or CTB which includes a DP or HPP because of the applicant's own disability or
1.4) a corresponding benefit to any of those at 1.1 to 1.3 under Northern Ireland law or
2) on the date of application one of the following QBs is
payable to the applicant
2.1) AA or
2.1) DLA or
2.3) CAA (with war disablement pension) or
2.4) Mobility Supplement (under the War Pensions Scheme) or
2.5) a corresponding benefit to any of those at 2.1 to 2.4 under Northern Ireland law or
3) on the date of application the applicant has an invalid
carriage or other vehicle provided (in any part of the UK) under the Invalid Vehicle Scheme or
Note The applicant must be entitled to receive the QB in their own right. An applicant who is the appointee for another person and receives any of the benefits listed in 1, 2. or 3 as an appointee does not satisfy the DPTC disability conditions simply by receiving the benefit. 4) on one of the 56 days immediately preceding the date of
application for DPTC, the applicant was engaged in training for work
and 5) for one or more of the 56 days immediately preceding the
start of that period of training for work, one of the following benefits was payable to the applicant
5.1) IBST(H)
5.2) IBLT
5.3) a corresponding benefit to any of those at 5.1 to 5.2 under Northern Ireland law
6) (from 1.10.99) there has been payable for 140 days, the last of which falls in the 56 days immediately before the date of application, one of the following QBs
6.1) SSP
6.2) IB (STLR)
6.3) IS on the grounds of incapacity
6.4) NI credits only
6.5) OSP
and
a medical practitioner certifies, not less than 14 days before the date of application, that in their opinion
6.6) the applicant will continue to have the disability in question for at least 6 months or
6.7) the applicant will continue to have that condition for the remainder of their life
and
for initial applications only the level of the applicant's earnings is lower by at least 20% with a minimum reduction of £15.00 than it would have been if they had not had the disability
