School leavers

The fact that CHB remains in payment during a school holiday does not necessarily mean that a 16-18 year old is continuing to receive full-time non-advanced education. Entitlement to CHB for a 16-18 year old does not automatically cease on the last day of school or college, but may continue until the next terminal date. The terminal dates are
1) the first Monday in January

or

2) the Monday following Easter Monday

or

3) the first Monday in September

or

4) where education continues beyond the 19th birthday, the end of the week in which age 19 is reached, or if that occurs on a Monday, the end of the previous week.


Example 1

An application is made for WFTC on 18.10.00 The applicant has one son aged 12 and a daughter aged 16 who has left school and does not intend to go back in September. The applicant is still in receipt of CHB which will continue until the first Monday in September. As the daughter has ceased FTE, she should be excluded from the applicant's family.

Example 2

A 16-18 year old who left school but returns to sit examinations has ceased FTE and is not a young person (DMG11092). Where a 16-18 year old attends school and receives further instruction or undertakes other activities in preparation for examinations the decision maker should obtain confirmation from the CBC or LEA that full-time non-advanced education is continuing. If it is continuing, the 16-18 year old is a young person.
