Attendance at an educational establishment means that the person is normally physically present at the establishment during study times. It may also include attendance other than at those premises if this forms part of the course, for example field trips and visits. It does not matter if the 16-18 year old does not actually attend the educational establishment on the date of claim provided that it remains normal for them to attend.
A 17 year old is ill during the week in which his parents apply for WFTC and is unable to attend school. At the date of claim it is normal for him to attend school and so the decision maker accepts that the 17 year old is a young person.
An 18 year old attends a full-time non-advanced course on 3 days each week. Her parents apply for DPTC on a day of non-attendance. The decision maker accepts the 18 year old as a young person.
