Young persons

The definition of a `young person` is someone who
1) is aged 16 or over but under 19

and

2) receives FTE (DMG11093) which is

2.1) non-advanced (DMG11095)
and
2.2) requires attendance (DMG11097)
2.2a) at a recognised educational establishment (DMG11098)
or
2.2b) elsewhere, if the education is recognised by the S of S (DMG11100)
and

3) is not entitled to IS, or would not be entitled because they are a member of a family which has another member who is entitled to IS or JSA(IB).
Note CHB might continue to be paid for a 16-18 year old after full-time non-advanced education has ceased (DMG11102). The DM should not treat someone as a young person in these circumstances.
