The definition of a `young person` is someone who
1) is aged 16 or over but under 19
and
2) receives FTE (DMG11093) which is
and
or
and
3) is not entitled to IS, or would not be entitled because they
are a member of a family which has another member who is entitled
to IS or JSA(IB).
Note CHB might continue to be paid for a 16-18 year old after
full-time non-advanced education has ceased (DMG11102). The DM
should not treat someone as a young person in these
circumstances.
