Primary responsibility for a child or young person as in
DMG11081 (2.2) is not defined in the Regs. Therefore the term is
given its normal everyday meaning - someone who is normally
answerable for, or called to account for, the child or young
person. The decision maker should decide who has the major
responsibility for the child or young person by focusing on these
facts and any others which may have a bearing on the decision. This
list is not exhaustive.
1) maintenance; who supports them for most of the time by
providing food and clothing, where do they normally live and keep
the majority of their belongings
2) finances; who looks after any personal income or savings
3) health and education; who cares for them, does their
washing, arranges medical attention, contacts the school
4) the future; who provides guidance and help in these
decisions
5) Who has legal custody.
