Shared children or young persons

If a child or young person divides their time equally between different households or it is unclear which household the child is living in, the decision maker should treat the child as living with
1) the person who is receiving CHB for them

or

2) if there is no such person

2.1) where only one claim for CHB has been made, the person making that claim
or
2.2) in any other case, including where more than one claim for CHB has been made, the person having primary responsibility (DMG11082) for them.

The decision maker should consider each condition in the order shown and only move to the next condition if the previous one does not apply.
