Ideally, verbal contact should have been made with the customer within the last six months. Verbal contact means phone calls and any FF visits. Also consider any contact other offices may have had with the customer. Make a note of when the contact was made.

However, where verbal contact has not been made in the last six months but there is other evidence (such as current Land Registry, recent activity on Equifax, PAYE Browser, ADD and so on), it may still be possible to transfer to EIS. Where such evidence indicates residence, issue the insolvency warning letter (IWL) by recorded delivery. If Royal Mail confirm delivery at the address EIS will accept it as confirmation of residence. This should be a last resort as all reasonable attempts to confirm residence by direct means should be tried.

Check that the contact details on record are up-to-date by comparing them to Land Registry and Equifax details.

If the address cannot be confirmed before referral then a letter by recorded delivery should be issued.

If there is evidence of more than one address or phone number, confirm which is correct.

In cases of doubt, where you want to confirm that a customer is at an address, request a FF visit.
