COM31010 - Background: Allocation of COTAX and CT Online user roles: Role Requestor
As Role Requester you should only request those COTAX and CT Online user roles that a member of staff needs to perform their allocated duties.
It is not possible to refine a user role by preventing access to any specific functions within that role. It follows that if you request a role for a particular user, they have access to all of the functions proper to the role. Details of the functions within each user role can be found in the ‘Roles Index’ (COM250).
Certain roles cannot be allocated with other roles. For example, the same user cannot have both Clerical Caseworker and Technical Caseworker. Details can be found in the section ‘Roles not allowed’ (COM253) in the Index of User roles.
To ensure that users receive only the role(s) needed for their particular duties, the Role Authoriser reviews all user role requests made via the Service Request System (SRS) and can Authorise, Reject or request further details in support of the user role request.
To assist the Role Authoriser in making a decision SRS requires that the Role Requester includes a Business Case in support of each user role request made. The Business case within SRS must include the following information
- Management Unit Identifier, or MUID (Word 27KB)
You must enter the MUID in the correct format (e.g. 262300, 313000, 297907) otherwise your request will not reach the Role Authoriser and will cause delay and rejection. You can only include one MUID per request unless each MUID relates to the same Role Authoriser. There is a full list of Role Authorisers and their MUIDs on the COTAX Intranet site under the ‘User Role Requests’ and ‘Useful Links’.
Note: This is in addition to entering the MUID in the MUID field in SRS
- User grade
You must include the grade of the user requiring the COTAX or CT Online user role, to allow the Role Authoriser to determine whether the user role is appropriate for the particular user.
- Reason for Request
You must provide clear details supporting your request. This should include a summary of the job and details of the tasks within the job (e.g. viewing records/accounts, repayments/reallocations, remissions, assessing)
Note: If you request a user role that is normally allocated to an officer of a higher grade, you will need to give a detailed explanation to justify the request. This will allow the Role Authoriser to make an informed decision. Insufficient detail may result in delay or rejection.
