COM133022 - Returns / notices: unlogging returns: unlogging a CTSA return (Action Guide)

To unlog a return for a CTSA AP, consider steps 1 - 11 below.

1.

Check whether the due date (Word 49KB) has passed for the AP. If it has not passed

  • Go to Step 5

2.

If the due date has passed use Function DAPD (Display AP Details) to check if the CII (Word 32KB) (Clerical Interest Indicator) or Credit / Debit Interest Indicator (CDII) (Word 29KB) signals are set for the AP. If one or both of the CII or CDII signals are set

  • Go to Step 3

Otherwise

  • Go to Step 5

3.

If one or both of the CII or CDII signals are set use Function VPPD (View Payment and Posting Details) to

  • See if an interest charge has been raised
  • Determine from the Pursuit Status (Word 40KB) whether the case is working with Accounts Office or Debt Management

4.

If an interest charge has been raised

  • Ask Debt Management or Accounts Office as appropriate to reduce the interest charge to nil before proceeding

5.

Use Function MRSC (Maintain Repay / Realloc Signals (Company) to inhibit automatic repayments and reallocations for all APs. See the Action Guide ‘Manual Inhibit Signals - Owning Office’ (COM121022) in section ‘Inhibit Automatic Process’ in the ‘Repayments / Reallocations’ business area

6.

Use Function URTN (Unlog Return) to unlog the return unless

  • COTAX will not let you unlog the return because the Enquiry in Progress signal (Word 27KB) is set. It is important that you see the ‘Enquiries’ business area for more information before unlogging the return in these circumstances

7.

Use Function MAPD (Maintain AP Dates) to review, and if necessary, amend the AP record

8.

Use Function MRSC (Maintain Repay / Realloc Signals (Company) to

  • Remove the inhibition on automatic repayments and reallocations for all APs if appropriate

9.

Write to company and / or agent to tell them that the return has been unlogged and the reason(s) why. Where the return has been submitted electronically and it is not clear from the return or attachments who submitted it, telephone the COTAX Business Helpdesk (This text has been withheld because of exemptions in the Freedom of Information Act 2000)who will try to obtain this information for you.

10.

Tell Debt Management or the Enforcement & Insolvency Service if you unlogged a return where the ‘LA-ENF’ signal is set for the AP as the liability will have been subject to enforcement

11.

Use Function TAXW (Taxpayer Worklist) and review any entries on any work list for this company
