CIRD60005 - Remediation of contaminated land: background to the legislation

In 1998 the government set up the Urban Task Force, under the chairmanship of Lord Rogers of Riverside, to investigate the causes of urban decline and recommend practical solutions for urban regeneration. The Task Force's report, entitled 'Towards an Urban Renaissance' (1999), made recommendations covering design, transport, management, regeneration, skills, planning and investment. The report also suggested that tax measures be used to provide incentives for developers, investors and small landlords to participate in the regeneration of urban sites and buildings.

FA01 introduced several incentives. These include Capital Allowances for expenditure on the conversion of parts of business premises into flats (Flat Conversion Allowances) (FA01/S67, see CA43000), exemption from Stamp Duty for land in disadvantaged areas (FA01/S92), as well as enhanced relief for expenditure on the remediation of contaminated land (FA01/S70).
