CFSP14250 - Processing the application: goods to be covered by the authorisation

The trader must provide full details of the type of goods they wish to import/ release using CFSP procedures. This may be provided in a variety of ways:

  • a products catalogue
  • a list of categories
  • a list of specific commodities or
  • a list of goods which will not be covered (inferring that everything else will be).

Officers should be aware that certain products and procedures may not be used with CFSP and must therefore be imported using the standard methods of declaration. The officer must ensure that the trader is fully aware of these exclusions.

If the trader wishes to import controlled goods using SDP, it must be stressed to the applicant that they must use the procedures detailed in CFSP03350. (If an existing CFSP trader wishes to import controlled goods and it is discovered that he has previously been importing these goods under CFSP LCP or SDP for non-controlled goods he must be reminded of his responsibilities before amending the authorisation).

If in any doubt as to whether the type of goods a trader intends to declare are subject to import prohibition or restrictions, the officer should consult C&I Drugs and Border Security Policy for advice. The guidelines covering prohibition and restrictions are found in C4 –1 to C4 - 35.
