CCM14110 - Closing the Enquiry: Certificate of Full Disclosure (CFD)
Before you inform the claimant of your conclusions or amend the
award you should try to obtain a certificate of full disclosure
(MS163), see
CCM21370. There is no statutory
authority for such a request but if the claim has been incorrect or
there has been a failure to notify a notifiable change of
circumstances, it is reasonable to ask for written assurance that
all matters relevant to the enquiry have been disclosed.
We do not ask claimants to sign a certificate of full
disclosure where the claim is found to be correct. The only other
occasion where you do not need to seek such a certificate is where,
although there is an incorrect claim, it would have been worked as
a discrepancy enquiry if the amount involved and full facts had
been known when the enquiry was opened. See the discrepancy chapter
