CCM11620 - End of Year Issues: No entitlement accepted but S17 notice returned

If the claimant has apparently accepted the decision shown on the S17 notice (there is no entitlement) but for some reason has chosen to sign and return the S17 notice you will need to make a S18 decision. This decision will be based on the original decision but will now be made under S18(1). You will make the decision (finalise) by using 'Manage Finalisation'.
