CCM11610 - End of Year Issues: No entitlement cases - inhibit finalisation
Where an examination is concluded on the basis there is no entitlement for the entire period of claim the “inhibit finalisation” signal will be set from the NTC Core function “manage finalisation”. From April 2004 this will be set at the time the examination is settled. For 2003/2004 the signal will be set immediately after 6 April 2004.
The S17 notice will still be issued but if it is returned it
will not be processed.
The previous papers will need to be reviewed and the action
will then depend on whether:-
- the claimant has accepted the previous position but for some reason has returned the S17 notice – see CCM11620.
- the S17 notice suggests the claimant has not accepted the previous conclusion but a review of the papers shows the original decision was correct – see CCM11640.
- the original decision was correct but the S17 notice indicates a new claim – see CCM11660.
- the original decision is not correct – see CCM11680.
