BIM55525 - Farming: herd basis: what constitutes substantial reduction

What constitutes a substantial reduction in the number of animals in a herd is not defined in the Act and will be a question of fact in the particular case. In practice, a reduction may be regarded as substantial if it amounts to 20% or more of the animals in the herd.
