You must contact your Appeal Unit before listing an appeal for
hearing by the Special Commissioners. The submission to the Appeals
Unit should be after referral, where appropriate, to the technical
specialist (see AH0925).
AUs take many appeals to the Special Commissioners and will
give you guidance if you are to take the appeal to the Special
Commissioners.
