The Special Commissioners now have specific powers to give
directions or to arrange a preliminary hearing (see AH1670). They
now issue directions as a matter of routine but if you believe
specific directions are required you should let the Special
Commissioners Office know.
Some divisions of General Commissioners may also be prepared
to hold a preliminary hearing (see AH1280) or give directions where
the parties are experiencing difficulty in agreeing the issues to
be determined or other problems arise during the preparation for a
hearing.
