This introduces the Regulations, states that they have effect from 1 September 1994 and, at Sub Paragraph 4, provides that any earlier proceedings may, by election, be taken under the previous discretionary rules and the Lord Chancellor's guidelines in respect of Applications to Review. Any proceedings arising from a Notice issued on or before 31 August 1994 may, nevertheless, be brought within the Regulations by election under Paragraph 1(2)(a).
