The General Commissioners Regulations came into effect on 1 September 1994. The Regulations are mandatory for Hearings relating to any Notice issued by Clerk to the Commissioners on or after 1 September 1994. Prior to the commencement of these Regulations, Applications to Review were dealt with under the Lord Chancellor's guidelines. It is extremely unlikely that you will come across cases falling within this earlier jurisdiction.
