Equality Impact Assessments for Regional Reviews

HM Revenue & Customs (HMRC) announced in November 2006 a nationwide Programme of Regional Reviews looking at the Department’s office accommodation with a view to bringing it into line with future business needs and achieving savings on behalf of the taxpayer. The effects of proposals on HMRC customers, staff and other stakeholders are examined in Impact Assessments and, where appropriate, Equality Impact Assessments.

Equality Impact Assessments

On 11 June 2008, HMRC published an Equality Impact Assessment in respect of a review of the use of its office accommodation in the following locations in Northern Ireland:

Ballymena
Banbridge
Coleraine
Craigavon
Enniskillen
Londonderry
Newry

The consultation ran from 11 June 2008 to 20 August 2008.

The Equality Impact Assessment is published in accordance with HMRC legal obligations under Section 75 of the Northern Ireland Act 1998. The Equality Commission for Northern Ireland has provided guidance and advice on both the Equality Impact Assessment and the related consultation process.

HMRC invited the public to comment with regard to the potential impact on diverse groups within its workforce, customer base and local community. Details of the consultation reponses are provided below.

Completed Equality Impact Assessments

The Equality Impact Assessment Final Report for the Belfast urban centre (PDF 198K) is now published. This report details equality impacts identified by both consultation respondents and HMRC, and outlines a range of mitigating actions open to HMRC.
