HM Revenue & Customs Change Programme

Between 2006 and 2008 HM Revenue & Customs (HMRC) carried out a series of reviews designed to take forward the consolidation of its estate and the re-location of its staff nationwide in line with current business plans. The current economic climate and changing customer demands mean that HMRC has to become leaner and more efficient.

At the outset HMRC had in the region of 600 staffed offices. Around 100 were classed as specialist sites such as ports or docks which had to be retained and were outside the review process. By December 2008 HMRC had published decisions, with Ministerial agreement, on these buildings – 258 have already been, or will be, vacated, and 235 will be retained.. Face to face advice will still be available for customers who need this form of support but how this is provided may change.

From April 2010 the Department’s emphasis is on managing the workforce more efficiently and this is being taken forward by the Workforce Management Programme (WMP).
