1 Matter arising

Phil Hodkinson welcomed Chris Pond, who attended as a guest pending completion of the appointment process as a Committee Member.

The minutes of the meeting on 23 March 2009 were agreed and the action point log reviewed.

2 Customer Segmentation Research

The Committee discussed the groups within the ‘Willing But Needs Help’ customer segment and how the department engages with those groups to gain a better understanding of their needs and to ensure a better targeted strategic response. They agreed three groups which will be researched in more depth by Committee members.

3 Data security

Mary Aiston and Jeff Brooker presented the report for the Information Commissioner, which the Members endorsed. The meeting discussed feedback from the Cabinet Office on our data security performance compared to other government departments and noted the progress made around training and awareness, compliance and on-going engagement with staff.

4 Behaviours in public life: Civil Service Code

Members discussed the department’s approach to the Civil Service Code, how to achieve the benefits of the HMRC Vision – Our Way and alignment of roles with other Board sub-committees with responsibilities in this area.

5 Green agenda

The Committee discussed the challenge of meeting government environmental targets given contractual and financial constraints. They noted the work in progress to bid for spend to save funds.

6 Forward Look and AOB

Members agreed to invite all Board members and Gary Kildare (People Committee co-opted member) to the Adjudicator’s session at the September 2009 meeting.

The Committee noted one information paper: Management information relating to the E&RC priorities.

The next meeting of the E&RC will be 21 September 2009.
