1 Introduction and Terms of Reference

Phil Hodkinson welcomed everyone to the first meeting of the Ethics and Responsibilities Committee (E&RC). The Committee reviewed the responsibilities set out in the Terms of Reference and management information requirements to inform priorities.

2 Priorities of the E&RC

Areas of priority were agreed for Committee attention at forthcoming meetings: data security, vulnerable customer groups, civil service code, the environmental agenda and customer complaints.

3 Vulnerable customers

Members received a presentation on work undertaken to date to better understand the vulnerable customer group and the impact of HMRC’s policies and processes on them. Members plan further research into the numerous sectors that fall within this group.

4 HMRC Charter

E&RC discussed the development of the HMRC Charter and its alignment with the HMRC Vision.

5 AOB

The Committee noted the latest update on the data security programme.
