The recognised trades unions in HM Revenue & Customs (HMRC) are the Association of Revenue and Customs (ARC) (which is a section of the First Division Association), and the Public and Commercial Services Union (PCS).
HMRC pays the equivalent of 9.28 full-time staff members to work as trade union officials for ARC and the equivalent of 213 full-time staff members to work as trade union officials for PCS. The total spent by the department on the salaries of staff employed to work as union officials was £5,918,000 per annum. At the time these figures were produced, HMRC was reviewing the arrangements, with the aim of reducing the overall time allocated to union duties.
