Following a decision notice by the Information Commissioner on 3 November 2009, HM Revenue & Customs has released internal emails and memoranda, created in 2003, which deal with the award of the contract to Mapeley STEPS Contractor Limited for managing HM Customs & Excise and Inland Revenue properties.
