Some warehousekeepers have registered and enrolled for the Excise Movement and Control System (EMCS) using their warehouse details instead of their warehousekeeper details. This means they cannot use EMCS.
All warehousekeepers (including those with approvals for a brewery, cider premises, wine premises, tobacco store, mineral oil producer premises, or tied oils warehouse) are asked to check that they used the correct warehousekeeper excise identity number when they registered and enrolled for EMCS, it normally begins with GBWK.
If you registered and enrolled for EMCS using your warehouse details you need to de-enrol from the EMCS service now and then re-enrol using the correct warehousekeeper details.
An EMCS activation code (sometimes called a PIN) will be sent to you. You need this before you can dispatch goods using EMCS. You should receive the activation code within two or three working days but it may take up to seven working days. EMCS should then be used to dispatch the goods once the enrolment process is complete.
Exceptionally, if a movement must be made while waiting for the activation code (where a warehousekeeper has de-enrolled from EMCS and has now re-enrolled correctly) the movement can be dispatched using the fallback procedures described in Public Notice 197. Note: As soon as the activation code is received you must complete the enrolment for EMCS and retrospectively submit all movements on EMCS that took place under fallback procedures. You should use EMCS as normal for future movements. Fallback procedures must then only be used when system problems are experienced.
