EU Commission documents
The EU Commission have released a number of specifications and information
leaflets to assist in the development of Excise Movement and Control System
(EMCS) across the EU.
The Commission have advised that they intend to publish updated versions
of the specifications on the Europa website.
The key specifications are as follows:
- The Functional Excise System Specifications (FESS) describes the business
functions and processes that will be part of EMCS.
- The Phasing and Scope Specification (PSS) describes the various timescales
by which each element of EMCS will be delivered.
- The Fallback & Recovery Specification (FRS) defines all of the fallback
and recovery processes to be implemented should EMCS become unavailable.
The FRS provides information about contingency plans and recovery procedures.
- Technical Excise System Specification (TESS) defines and specifies the
technical infrastructure required to support the set up of EMCS. The TESS
will be used by Member States and the Commission as a baseline to deliver
the system.
- Security Excise System Specification (SESS) defines all the security
requirements for EMCS. It details the EMCS security policy to which all
Member States must adhere.
Leaflets and newsletters
- A FESS information leaflet has been released which provides a summary
to the FESS content. The leaflet explains what EMCS will do and how the
online system will deal with excise movements
- EMCS News provides updates on project developments from an EU perspective.

The Commission also develops and operates several databases in conjunction
