Quality Standard Validation Specification from 2004

For the tax year 2004-05 and later years, large employers with 250 or more employees have to file their end of year returns online, due by 19 May 2005. Medium sized employers with 50 to 249 employees have to file online for 2005-06 and later years. Under government plans, employers with fewer than 50 employees do not have to file online until at least 2009-10. But they will get tax-free payments if they file online now.

This document defines the Quality Standard expected from employers or their intermediaries when filing their Annual Return (P35) and End Of Year Summary (P14) over the internet and Electronic Data Interchange (EDI) from the 2004-05 tax year.

A return will be treated as not been made if it fails to meet the Quality Standard. There will be a new penalty of up to £3,000 per annum for the employer's failure to file an End of Year return online when they should have done so. This penalty is in addition to the existing late filing penalty.

It is very important for software developers, and the employers who rely on them, to ensure that their products meet this Quality Standard.

Quality Standard Validation Specification from 2005

This document defines the Quality Standard expected from employers or their intermediaries when filing their Annual Return (P35) and End of year Summary (P14) over the internet and Electronic Data Interchange (EDI) for the 2005-06 tax year. The detail within the document is based on the information available to date and reflects the amendment of some rules as a result of customer feedback. This is the final version for use from April 2005.

Main changes from Quality Standard Validation Specification April 2004

Employers address withdrawn.
National Insurance contributions (NICs) holiday withdrawn as the six year claim back period has expired.
P35 - added accounting field for incentive payments.
P35 Added Number of P14 Parts field.
Truth Table withdrawn rules have been added to the individual fields on the P14.
Rationalisation of rules to reduce duplication of validation and error messaging.
Added totalling checks to the Amendments section.
Rearranged the order of the QS to have three main sections followed by four Appendices.
Removed Statutory Payments appendix.
Removed Appendix 2A.
Removal of some business rules in fields 25, 41 and 70.
