Please find attached to this brief note the UK Technical Interface Specifications (TIS) for the implementation of the Import Control System (ICS).
The Project Team has produced this latest version of the specifications following consultation with certain key trade stakeholders involved in International Trade. The document sets out the messages that will need to be exchanged between the trade and HMRC when ICS becomes mandatory on 1 January 2011.
The ICS TIS has not yet been base-lined as there are one or two areas still under discussion within HMRC following suggestions from the trade. These potential changes are documented in Appendix F although an alternative business process that would remove the need for the development of the UK Control Message, used to define the destination of unsolicited outputs, is being considered.
The rest of the document has been agreed and is in accordance with the requirements placed upon the UK by the EU specifications. A fully agreed and base-lined version is expected to be produced during September 2009.
