Excise Movement & Control System - Introduction
Excise Movement & Control System (EMCS) is available online from 1 January 2011. You can use this demonstrator to help you get used to the different screens.
From 1 January 2011 all UK traders dispatching and/or receiving duty suspended excise goods to and from EU Member States must use EMCS. Additionally, UK only movements which would have previously required a W8 form or commercial equivalent must be submitted through EMCS.
Before you start to use EMCS there are a few things that you have to do:
- you must be authorised to dispatch and/or receive excise goods under duty suspension arrangements for the Member State you are dealing with
- your details must be recorded on the System for Exchange of Excise Data (SEED) system
- you must also have enrolled for and activated EMCS

By working through the screens in the demonstrator you'll be able to find out how to:
- create a movement
- import
- export
- cancel a movement
- change the destination
- report a receipt
- create an alert or rejection
using HMRC Revenue & Customs (HMRC) free online filing software.
Some of the screens in the demonstrator may be slightly different to the screens on your computer. These are minor differences that occur as a result of regular updates and improvements to the online service. As you work through the online demonstrator, you'll find links to more detailed HMRC guidance. Note that following these links may take you out of the demonstrator.
