MPPC Employer Consultation Sub-Group
Terms of Reference
- The name of the main group is Employment Consultation Forum.
- The MPPC and Carter PAYE Consultative Forum will consist of and consult
nominees of employers, agents and payroll software developer representatives.
- A senior official will chair this consultative forum. Nominees from across
HMRC will also attend meetings as dictated by the agenda. Individual Customer
Unit will attend in order to address issues affecting employees.
The Sub-Group meetings will enable:
- HMRC to explain and explore implications of potential changes to policies,
products and processes that impact on employers and employment issues in
relation to the online filing of in-year data and the modernisation of PAYE
processes.
- HMRC to consider initiatives which support improvements to the quality
of data provided by employers or employees.
- Employer representatives, agents and software developers to additionally
raise and discuss issues with the current (or proposed changes to) PAYE
processes that have the potential to impact on the successful delivery of
MPPC and/or online filing of in-year PAYE data.
The Consultative Forum will normally meet on a quarterly basis, but where
appropriate will discuss and decide on issues by email between formal meetings.
Exceptionally, additional meetings at short notice may be called to discuss
urgent matters.
Other Government Departments may be invited when their potential changes
to products and processes are identified as having an impact on the relevant
employers’ payroll operations.
The secretary of the MPPC and Carter Consultative Forum will:
- Compile agenda items from suggestions by both internal HMRC and external
representatives.
- Record and circulate the minutes to representatives.
- Chase up action points, record progress and advise representatives of
outcome in a status table produced on the next meeting’s agenda.
- liaise with secretaries of other consultation for a to ensure issues are
discussed in the most suitable forum, and thus to avoid duplication
The Consultative Forum will publish, on the Internet Terms of Reference,
minutes of meetings and a list of representatives together with the name of
the organisation they represent.
