The Large Business Mid-Tier Agents Forum

The Large Business Mid-Tier Agents Forum (LBMTAF) is intended to foster a stronger relationship and greater understanding between HM Revenue & Customs (HMRC) and mid-tier agents dealing with large businesses.

The LBMTAF offers a mechanism for those agents:

  • to debate issues in an atmosphere of mutual trust
  • to engage about administration of the tax system and implementation of tax policy
  • to improve the service provided by HMRC to its Large Business customers
  • to consult on proposed changes affecting Large Business customers
  • to discuss operational aspects of the tax system with HMRC and the development of HMRC's Large Business Strategy, amongst other initiatives

The first meeting of the forum took place on 7 March 2011 and the minutes and agenda for all meetings to date can be found below, as can the Terms of Reference (PDF 24K). The forum meets on a quarterly basis.

Membership of LBMTAF

The LBMTAF is chaired by a senior member of HMRC drawn from the large business directorates within the department. The private sector members of the LBMTAF include the Heads of Tax or the Heads of Tax Policy of the mid-tier accountancy firms who act as tax agents representing large businesses: those firms not in the Big Four with more than £50 million in UK fee income, of which more than £10 million comes from tax work. Secretariat is provided by HMRC.
