Detailed discussions on the new Construction Industry Scheme began with the Industry from May 2003. A consultation panel was established - named the Construction Industry Reform Advisory Panel (CIRAP) - comprising trade bodies, which met monthly, with separate meetings for the professional and software interests. These were merged in the autumn 2004 into a single panel which has met monthly since, when it was renamed the Construction Industry Reform Implementation Panel (CIRIP).
During the course of the consultation CIRIP agendas have covered all aspects of the reform programme. The Industry has had the opportunity to examine each component part of new CIS in detail in terms of legislation and design and, as a result many refinements have been agreed.
Consultation has taken place outside regular CIRIP meetings.
HMRC have through workshops and surveys consulted direct with
software houses in the preparation of technical guidance, assessing
preparedness and testing. When the CIS Reform Programme moved
to being a live service in 2008 the forum was renamed the CISOF,
the Construction Industry Scheme Operational Forum. The Forum
now focuses on the operational performance of the scheme.
