HM Revenue and Customs and the Taxpayer: Modernising Powers, Deterrents and Safeguards

On 8 December during Second Reading of the Commissioners for Revenue and Customs (CRC) Bill, the Paymaster General, Dawn Primarolo, announced a major review, involving wide consultation, of the powers, deterrents and safeguards that will underpin the new revenue department, HM Revenue and Customs (HMRC).

The Government has today launched the review, with the publication of a consultation document, HM Revenue and Customs and the taxpayer: Modernising powers, deterrents and safeguards, on the Inland Revenue and HM Customs and Excise web sites. Views are invited from the general public on the legal powers and safeguards that the new department will need, by 13 June 2005. A consultation committee is also being set up, with representatives of taxpayers and of bodies concerned with the administration of tax and duties. The committee will consider broad options for reform, in the light of public comments, and detailed proposals for change.
