Review of the Registered Dealers in Controlled Oil scheme (RDCO)
The RDCO scheme was introduced on 1 April 2003 as part of a package of measures aimed at combating the trade in illicit fuel, with the intention of protecting both the revenue and legitimate traders.
We are continually looking to improve and update the processes involved, for the benefit of both the trade and HMRC, and so are now undertaking a review of the scheme.
We are seeking a wide variety of views, both within HMRC and externally. As part of the external consultation, we would like RDCOs to comment on the scope, operation and administrative aspects of the scheme.
