Impact Assessments (IAs)
Impact assessments are developed for all changes that could effect business, charities or the voluntary sector.
Consultation Stage Impact Assessments are published with draft regulatory proposals and formal consultations to assist public debate. IAs are published when new legislation is laid (in which case they are called 'Final/Implementation Stage IAs') or when HMRC announces significant changes to admin or operational processes (in which case they are called Operational Impact Assessment OIAs).
Impact Assessments are also published by HMRC (Workforce Change) as part of its Regional Review Programme, which is looking at estates and people issues in connection with the modernisation of the Department.
