1 Matters arising

Minutes of the Board meeting on 4 August 2009 were reviewed and agreed and the action point log was reviewed and updated. The Board meeting in September was cancelled; therefore there were no minutes to clear.

2 Business update

Simon Bowles presented the year to date finance position and forecast for the year end. Members noted pressures have been reduced since July through management action and the position will continue to be monitored closely through quarter three. The Board congratulated the People and Finance functions on a successful bid for end of year flexibility funding, which is ring fenced for managing non strategic sites.

The Board reviewed the August 2009 performance report. They discussed the roll out of the risk tool CONNECT, the current position of the MPPC programme, the Chancellor’s remit in relation to debt management, management of sick absence and contact centre performance and the impact of demand management.

3 Board effectiveness

Members discussed the outcomes of the Board’s appraisal exercise and agreed activities to improve scores on the:

  • effectiveness of the structure of the Board/sub committees work
  • quality and timeliness of management information received by the Board
  • induction of new Executive members

4 AOB

John Spence, Phil Hodkinson and Mike Clasper briefed the Board on the key points of discussion at the Audit and Risk, Ethics and Responsibilities and People Committees respectively.

5 Board strategy event

Facilitated by David MacLeod, Members reviewed the HMRC, line of business and enabling strategies and considered:

  • the benefits and impact of them
  • how to make them happen in a sustainable way
  • next steps necessary for them to be taken forward

The next meeting of the Board Committee will be on 3 November 2009.
