On what basis has the proposed 5 per cent deduction been derived?
In the light of consultation, Ministers decided that a 5% deduction on top of all the other expenses to be allowed is a reasonable amount to allow for a range of expenses which may be incurred by an intermediary, even where that intermediary only enters into relevant engagements.
