ECH2010 - Employer Compliance Officer's Role: Conduct of ECO

As Employer Compliance Review work entails continual and direct contact with the public it is important that an ECO's conduct is beyond reproach and conforms to the standards demanded by the Department.

ECO's must

  • observe the rules of conduct laid down in The Guide - to Working in HM Revenue & Customs
  • adopt the highest standards of behaviour in all dealings with the public
  • never enter into any private transactions with employers, contractors or their agents, either
  • during the course of a review, or
  • in circumstances which could result in the propriety of their conduct being brought into question
  • ensure that the employer's or contractor's rights are observed by
  • treating all employers and contractors with equal fairness
  • being courteous and accurate in what they do or say
  • taking special care not to discuss the facts or circumstances of reviews in the presence of unauthorised persons.
  • seek to minimise costs, for example by
  • being efficient in their use of time
  • accepting computer data in the employer's preferred format, providing the employer also provides the means to read it
  • wherever possible leaving records in the order they find them.
